In GTA 3, Staunton was based on Manhattan, while in GTA 4 Alderney Algonquin* was based on Manhattan. It wouldn't make sense to have two different representations of Manhattan in one GTA. Likewise, Portland and Broker were based on Brooklyn / Queens, and Alderney and Shoreside Vale are were based on New Jersey. Algonquin.
