Moved the game file to the desktop to add and run the files needed to downgrade and mod, then moved back into the steam folder it came from. Also added a mod to fix the widescreen issue.
In order to begin a GTA San Andreas Taxi Driver mission, you need to get your hands on a taxi. All you need to do is steal one and you're good to go. Once you've managed to steal a taxi, you need to press the respective button that shows up in the prompt on the top left corner. Once you press that button, the mission should get triggered.
In your GTA:SA folder, you may see a file called d3d9.dll, this is the DirectX 9 file required, however, GTA:SA doesn't detect it. To fix this problem, rename it to d3d9_32.dll. This fixed the problem for me. I hope this helps anyone else who has this problem. Edited March 9, 2014 by -Vinyl-

Fixed crashes in some situations if this script was used in 2-player mode. Fixed possible crash when the player gets wasted/busted inside the tram. Fixed entering tram carriages. It caused game-breaking bug where you can't go out of tram and need to reload a savegame. Lots of code clean-ups and optimizations.
