Try to enable VSync; it’ll match the FPS to your monitor’s frequency (60Hz = 60FPS) Already did that. Nothing i did makes the game run at 60fps in Win 7. To add to this: you need to switch to fullscreen, then hit the button to apply your changes, then hit the button to keep the changes, and then you should have the 60 fps option unlocked
Start the game and set it to Borderless Window and Vsync on. Close the settings menu. Change your refresh rate to 60 Hz from Nvidia Control Panel or from Windows display settings. The game will now run with 20 or 48 FPS. Go to the settings and it will jump to 60 FPS.

More or less, I want them to bump up the resolution count (since it's locked to 1080p on all consoles Managed to uncap Crash Bandicoot fps by accident. Literally pressed ALT+Enter to fullscreen the game faster than having to do it in settings and lo and behold the fps uncapped. Settings say Fullscreen and 48fps cap but is completely ignored since using ALT+Enter. Almost like vsync is an intentional fps lock..
